Individual Costume Pieces can be assigned to a Production as well as being assigned to an Ensemble. This may be confusing so as a Costume Shop manager you will want to decide which way to do it.
To assign the costume piece to the Production, you can assign it from the Costume Piece screen or go to the Productions screen and add the Production. Return to the Costume Piece screen and select the Production off the list.
